Two blocks of the same street in Crestwood are on two different calendars. Crestwood Drive between 408/409 and the dead end is set for pulverization and a fresh asphalt overlay starting Oct. 19. Crestwood Drive from White Settlement Road up to Crestwood Terrace is not projected to get the same work until Jan. 5, 2027. The difference is underground. The north end only needed sewer work, and that is finished. The south end is getting a new water main, and nothing gets paved over it until the main passes testing and every house has been switched onto it.
That one fact explains the whole order of the repaving. Streets that only needed sewer work get asphalt this fall. Streets still waiting on water mains get it last. The finish line also falls later than the date the City has posted.
The schedule as it stands in October
These dates come from the City of Fort Worth's project page for North Bailey – Lakewood to White Settlement, updated Oct. 2, 2026, and they reflect the latest schedule the contractor gave the City. The City says plainly that it does not set the work schedule and that weather and other factors can push dates back.
| Street segment | What's still underground | Asphalt overlay starts |
|---|---|---|
| Crestwood Drive, 408/409 to the dead end | Nothing; sewer and concrete flatwork complete | Oct. 19 |
| North Bailey Avenue, Crestwood Terrace to Sherwood Drive | Sewer grade correction at Sherwood, starting Oct. 13 | Nov. 2 |
| Cresthaven Terrace, North Bailey to Rockwood Park Drive | Sewer cleanout, pipe lining and abandoning an old line; subcontractor dates unconfirmed | Nov. 30 (projected) |
| Crestwood Terrace | Concrete flatwork starting Oct. 13 | Dec. 18 (projected) |
| Crestwood Drive, White Settlement Road to Crestwood Terrace | New water main in testing; house tie-ins not yet scheduled | Jan. 5, 2027 (projected) |
| Ridgewood Road, Crestwood Drive to Cresthaven Terrace | Water main installation started Oct. 5 | Jan. 27 (projected) |
Some segments are already done. That includes North Bailey Avenue from Sherwood Drive to Lakewood Road, Lindenwood Drive from White Settlement Road to Crestwood Terrace, Eastwood Avenue between 400 and 420, and the easement between Rockwood Park Drive and Crestwood Drive. One item has no date at all. The City reports that replacing a manhole on Rockwood Park Drive north of Cresthaven Terrace is on hold because it sits close to the raw water line.
The same page lists the overall completion date as January 2027. The Ridgewood Road overlay is projected to start Jan. 27. That leaves almost no room in the month for the last street to be finished, and the overlay is the final step of a sequence that has to go cleanly before it.
Why water mains set the pace
A new water main can't go into service the day it's laid. On Crestwood Drive's southern block, the City lays out the steps in order:
- Pressure testing of the new main, which is under way now.
- Bacteriological testing, which starts once the main passes pressure testing.
- Customer tie-ins and service transfers onto the new main, for which the City says no date is set yet.
- A temporary asphalt patch.
- Concrete flatwork, projected for Nov. 6 but only if the earlier steps are finished.
- Pulverization and overlay, projected for Jan. 5, 2027.
Ridgewood Road runs through the same steps from an earlier starting point. Water main installation began Oct. 5. Testing is projected to begin Nov. 11 and transfers to the new line on Nov. 24, followed by flatwork on Dec. 3 and overlay on Jan. 27. If any step in that chain slips, every step after it slips too. Streets that only needed sewer work skip the whole sequence, which is why the north end of Crestwood Drive goes first.
The repaving itself has three phases, and they explain why a street can look finished and still not be. First comes concrete flatwork, which repairs the curbs, gutters and driveways the utility work damaged. Then crews pulverize the old road from curb to curb and stabilize and compact the base. Last comes the asphalt overlay, which can't go down until the base passes compaction tests. A block with new curbs and old asphalt is in the gap between the first and second phases.
Why every street gets fully repaved
The full repaving is part of the plan. At the September 2025 community construction meeting at Central Christian Church on Hamilton Avenue, the City told residents that every roadway in the project would get asphalt rehabilitation from curb to curb once the water and sewer lines were replaced.
The budget shows the same thing. When the City Council approved the construction contract on May 13, 2025, through M&C 25-0397, it moved $1,322,724 out of the City's Contract Street Maintenance program and into this project. The contract went to 2R Construction Services, LLC for $8,637,507.04 and set a completion time of 500 calendar days. The City's project page lists the project's value as $4,400,000. Neither document explains why the two figures differ.
Why it started with cast iron
The City's construction presentation says the project exists because of Fort Worth's initiative to replace old, deteriorated cast iron water mains, along with aging sewer pipe. The City says it ranks replacements by break history, leak history, closed-circuit camera inspections, and the age and material of each line. A November 2024 Council District 7 open house presentation gave the background. Most of the City's cast iron mains went in during the 1920s, the 2021 deep freeze affected most of them, and the Water Department committed to replacing about 20 miles of cast iron main a year.
In Crestwood, cast iron is coming out of North Bailey Avenue, Crestwood Terrace, Crestwood Drive, Lindenwood Drive and Ridgewood Road. The City describes the project area as a residential pocket bordered by the West Fork of the Trinity River, Rockwood Golf Course and Greenwood Cemetery. The project affects both the Crestwood neighborhood association and the Westside Alliance.
A schedule that has moved before
The project has a long record of moving dates. At a joint virtual design meeting on March 7, 2022, the City expected construction to begin that winter and put the projected end date at November 2023. The City also said that date would change once construction began. By the November 2024 open house, the project was still in design, with bidding projected for February 2025. The notice to proceed came on Sept. 9, 2025, and crews started on North Bailey Avenue, Lindenwood Drive and Cresthaven Terrace. The project was also renamed along the way. It was first called Rockwood Area Water and Sewer Improvements.
Since the notice to proceed, the dates have mostly held. About 13 months in, the Oct. 2 update lists sewer work remaining in five areas and water main work remaining on three streets. The water main dates have the most steps that have to happen first, so they are the most likely to move.
What the City is asking of households now
The Oct. 2 update includes two requests for residents along the remaining blocks:
- Keep cars off the street on work dates. The contractor leaves door tags with the dates, and the City says cars parked on the street can delay the water line and road work.
- Water only overnight on temporary lines. Homes still on temporary water lines are asked to limit outdoor watering to 10 p.m. to 4 a.m., because several irrigation systems running at once lower the pressure.
When the switch to a new main comes, the 2025 presentation said each home's water would be off for 15 to 30 minutes during the day, and the contractor would knock to let the household know first. The next project down White Settlement Road
Once Crestwood's streets are finished, a similar project is in line for the next stretch west. The City's River District and River Heights water and sewer project covers water and sewer work on White Settlement Road from Merritt Street west to the city limits, plus Westfork Drive, Deavers Lane, Roberts Cut Off Road, Redbud Lane and Slate Street. It is listed in final design, not construction, with completion projected for June 2027. That stretch of White Settlement Road includes Seared Steak & Cocktails at 4006 White Settlement Road, which the Fort Worth Star-Telegram reported open in July. The restaurant took over the former Pearl Snap Kolaches space.
For most Crestwood blocks, the remaining step is the overlay. For Crestwood Drive's southern block and Ridgewood Road, the dates depend on the new water mains passing testing.
